Review of the Market Concentration Model for Determining Directed Contracts Volumes Consultation Paper

Today, 29th June 2026, the Regulatory Authorities (RAs) are publishing a Consultation Paper relating to the Review of the Market Concentration Model for Determining Directed Contracts Volumes.

In 2024 the SEM Committee published an Information Note to notify market participants of their intention to commence a review of the Market Concentration Model (‘the Model’) (SEM-24-038). NERA was appointed to carry out the review in collaboration with the RAs. NERA has provided the RAs with a report detailing the findings of their assessment and recommendations for the proposed Model updates. The report is published on the SEMC website alongside this Consultation Paper.

The purpose of this Consultation Paper is to summarise the findings of NERA’s recommendations and to seek stakeholder’s feedback on the proposed updates to the Model. Stakeholders should consider the details of this paper, in conjunction with the full NERA report accompanying this publication, to ensure a comprehensive understanding of the analysis undertaken and its conclusions.  

Responses to the Consultation Paper should be input into the ‘Response Template’ document accompanying this publication and forwarded to the Market Modelling Group (mmg@cru.ie) by close of business on 21st August 2026. Responses should be clearly marked as confidential, where required.
