On the 24th of October the Regulatory Authorities published the Northern Ireland PSO Agreement.

 

Modification Notice - NIE Transmission

On the 24th October, the Regulatory Authorities published the Modification notice for Northern Ireland  licences, including NIE Transmission. This Modification has been made by NIAUR, pursuant to powers under Article 3 of the Electricity (Single Wholesale Market)(Northern Ireland) Order 2007 and Regulation 60 of the Electricity Regulations (Northern Ireland) 2007, and were made on 22nd October 2007. This Modification has also received the consent of DETI. (Department of Enterprise, Trade and Investment).

NIE Compliance Plan - Independence of the Transmission and Distribution Business

Pursuant to licence condition 12, part 4 of the Licence to Participate in the Transmission of Electricity NIE plc, the licensee is required to prepare and submit to NIAUR (the Authority) for its approval a compliance plan setting out the practices, procedures, systems and rules of conduct which the Licensee has adopted or intends to adopt, together withe timescales for adoption, to ensure its compliance with condition 12 - Independence of the Transmission and Distribution Business.

Consultation on changes to certain Northern Ireland Licences and the draft PSO Agreement

There was one response recieved to the consultation below. The PSO Agreemments have been amended sent  to all suppliers.

Consultation

On the 7th September, the Regulatory Authorities published a consultation document on proposed changes to SONI's SEM Operator licence relating to the production of the Market System Development Plan and changes to NIE's transmission licences of all NI Suppliers in relation to the PSO Agreement.

Comments should be submitted, preferably in electronic form to Barbara Cantley (barbara.cantley@niaur.gov.uk) by Monday 24th September.

Additional Draft Post Go-Active Licence Modification to: NIE's Licence to Participate in Transmission - Consultation Paper

On the 20th September, the Regulatory Authorities published a consultation document on proposed changes to the conditions of NIE's Licence to participate in the transmission of electricity.

Responses should be sent, preferably in electronic form, to Barbara Cantley (barbara.cantley@niaur.gov.uk) by Friday 28th September.

Modification Notice - Northern Ireland - Moyle Interconnector Limited Licence to Participate in Transmission

Draft Modification Notice for NIE's Licence to Participate in the Transmission of Electricity

On the 28th June, the Regulatory Authorities (RAs)  published the Draft Modication Notice for NIE's Transmission of Electricity. This document now incorporates the Transmission and Distribution Charge Restriction Condition in Annex 2 of Chapter 3. Whilst it is not the intention of the RAs to re-open theis charge restriction as part of the introduction of the SEM/Directive, some consequential changes to reflect the introduction of the SEM and Directive have been made. Actual Modification Notices will be issued, subject to DETI's consent and the meeting of a number of other criteria, to take effect from the 3rd July 2007.

Draft Modification Notices

On the 27th June, the Regulatory Authorities published the Draft Modification Notice for Moyle Interconnector Limited.  These are subject to the NI Department of Enterprise, Trade and Investment's (DETI) approval and the meeting of a number of other criteria. The text however is expected to form the basis of the actual Modification Notice that will be issued to take effect from SEM Go-Active on 3rd July 2007.

Northern Ireland Transmission Licences

On the 19th June, the Regulatory Authorities published the following SEM/Directive draft licences/conditions.The licences and conditions that have been published may be subject to change from now until Go-Active for any of the following reasons:

- any further changes that are appropriate to make to the drafting of the licences in light of the recent public consultation processes that have not been concluded on thus far;

-legal drafting changes which it is appropriate to make to the licences that do not materially amend the effect or outcome of the current drafts;

-any further changes which it is necessary to make to the generic licences (either generation or supply) in order to create the individual licencs for each relevant licence holder. The Regulatory Authorities are currently finalizing drafting in relation to the default price control condition which is applicable to the NIE T&D and NIE Energy licences.

Licence granted to Moyle Interconnector Limited

Moyle Licence

On May 22nd the Regulatory Authorities published their view of the form of the enduring licence conditions which they believe should apply to Moyle as part of the introduction of the SEM and EU legislation.

Second NIE T&D Licence Consultation

On May 18th the regulatory authorites published a second consultation on the enduring conditions of the licence to participate in transmission that is proposed should be held by NIE T&D from November 2007 as part of the introduction of the SEM and EU Directive

The following is the draft licence to be issued to Northern Ireland Electricity for the transmission of electricity in the SEM. Comment is invited on this licence before close of business on April 6th.
