Cut-Over Provisions

On the 24th October, the Regulatory Authorities published the Grid Code Cut-Over provisions for Ireland and Northern Ireland.

These provisions will apply to the cut-over of the Grid Codes in the Republic of Ireland and Northern Ireland for the purposes of SEM Go-Live which licensees will be obliged to comply with by virtue of their transitional licence obligations.

Grid Code Decision Paper

From the 23rd May 2007 to 19th June 2007, the System Operators released the Consultation Papers for Grid Code harmonisation, for the Single Electricity Market (SEM). EirGrid and SONI received comments from the industry to the Grid Code Consultation Papers from 19th June to 10th July and considered all the comments received and sent individual responses on their respective comments to each of the Grid Code users.

The System Operators published updated draft versions of their respective Grid Codes on 31st August. The Regulatory Authorities and the System Operators have liaised from 31st August.

On 1st October, the Commission for Energy Regulation approved and published the final version of the EirGrid Grid Code. In addition, NIAUR published the near final provisions of the SONI Grid Code. NIAUR has asked SONI to create the final version of the SONI Grid Code to incorporate the drafting that NIAUR has published today and to include a completed version of the Data Registration Code.

NIAUR has also asked SONI to review and, if necessary, amend the safety sections of the published provisions (in particular in the Connection Conditions and Operating Code No 6) to ensure they are fully consistent with connection agreements and the transmission interface agreement. SONI has also been asked to place a change marked version of the Grid Code on its website.

NIAUR currently anticipates formally approving the final version of the SONI Grid Code for the purposes of SONI’s licence by Monday 8th October.

Following Go-Live, NIAUR would like SONI to review the Grid Code, and NIE to review the Interim Distribution Code to complete the separation of these two Codes and to fully integrate technical requirements on the DNO in Northern Ireland into the Grid Code. NIAUR is also of the view that a post-go-live review of the introductory/objective sections of some of the operating codes is required to identify the changes needed such that these sections more accurately describe the all-island manner in which the activities are to be undertaken.
