The SEM Committee is consulting on proposed design options for the next iteration of the Capacity Remuneration Mechanism (CRM 2.0), to inform the forthcoming State aid application.
The consultation focuses on key design areas:
• Delivery Timeframe
• Enhanced Availability Incentives
• De-Rating Factors
• Cost Recovery Mechanism
Along with
• Decarbonisation
• Flexibility Integration
It is envisioned that development of the first four areas will align with implementation of the next State aid approval. Decarbonisation is positioned to be implemented if and when appropriate during the next State aid cycle, whilst Flexibility Integration stands as a consideration for CRM 2.0, but further consultation is to be developed after the Flexibility Needs Assessments are concluded, if appropriate. Finally, opportunity is provided for wider comment on the CRM, reflecting requirements of the CEEAG on Member States to undertake a public consultation covering the proportionality and competition impacts of measures to be notified under State aid.
Alongside this consultation, the SEM Committee has published a report prepared by AFRY, which provides a high-level review of the existing CRM and assesses a range of design options for CRM 2.0. The SEM Committee has also published the industry submissions and a feedback summary from the earlier consultation, “Options for Decarbonisation of the existing CRM design” (SEM-25-070), in SEM-26-036.
Stakeholders are invited to respond to the consultation by close of business on 04 September 2026. Responses should be submitted to both CRMsubmissions@cru.ie & crmsubmissions@uregni.gov.uk.
