The SEM Committee today, 15th September, published a
consultation paper on the proposed EirGrid and SONI TSO Licence
Modifications and enduring conditions to establish the System
Services Markets.
The paper provides an overview of the FASS Regulatory Framework
which is required to govern the commercial arrangements for the
procurement of All-island System Services products – in alignment
with EU law.
The Consultation sets out the SEM Committee’s considerations on
the required modifications to the Licence conditions required to give
effect to the System Services Code, to ensure that there are robust
requirements on the TSOs to procure System Services through
market-based means and for the overall development of the Future
Arrangement for System Services (FASS) project.
The SEM Committee welcomes comments in relation to the
proposals set out in this consultation paper. Following this, the SEM
Committee will publish a decision, and the CRU and UR will then
respectively commence the formal licence modifications procedures
for each jurisdiction which will include further statutory consultation
windows.
