Proposed Amendments to the Bidding Code of Practice Consultation Paper

The SEM Committee today, 10th August, publishes a consultation on the proposed amendments to the Bidding Code of Practice (BCOP), together with a marked-up version of the Code.

 

The BCOP forms part of the market power mitigation arrangements in the Single Electricity Market and sets out principles governing the formulation of Commercial Offer Data (COD), including the treatment and valuation of relevant cost-items and opportunity costs.

 

The proposed amendments are intended to improve the clarity, consistency and transparency of the existing requirements and to support more effective compliance monitoring. In particular, the consultation seeks views on proposed changes concerning:

 

            the treatment of increased plant risk and other variable operation and maintenance costs;

 

            the treatment of Difference Charges when calculating Opportunity Cost;

 

            advance notification of certain methodologies under proposed paragraph 12E;

 

            the circumstances in which notification, exemptions or enhanced regulatory scrutiny may be appropriate; and

 

            systems, controls and governance arrangements relating to the formulation of COD.
