Consultation on Administered Scarcity Pricing Review

The SEM Committee is today, 26 July 2023, publishing a consultation paper seeking responses in relation to its review of Administered Scarcity Pricing (ASP).

Since the introduction of ASP as part of the new market arrangements in 2018, the SEM has experienced periods of tight margin and security of supply concerns. However, ASP has never been triggered, meaning it has not contributed to system security as originally envisioned by the SEM Committee. This consultation follows from , which concluded an initial examination of this issue.

The SEM Committee is proposing three options to improve the operation of ASP. The proposed options focus on addressing issues the SEM Committee has identified with the current trigger, namely that the trigger does not sufficiently reflect adequacy scarcity and that the trigger does not account for system constraints.
