The SEM Committee is organising a workshop on the FASS Market Power and Mandatory Participation Consultation published on 31 July 2026.
The consultation sets out the SEM Committee’s considerations in terms of options to address potential market power abuses in System Services Markets as part of the Future Arrangements for System Services (FASS) project.
The paper considers targeted interventions to mitigate the risk of abuse of market power; These include market design changes, unit-specific controls, financial interventions, and a System Services Bidding Code of Practice (SS BCoP). The paper also seeks to address concerns around market participation requirements. It sets out a range of options for accession to the System Services Code, participation in the Day-Ahead System Services Auction (DASSA) and participation in the Residual Availability Determination (RAD).
The workshop will be held virtually on 7th September 2026 from 1130 to 1300 hours and will provide an opportunity for the industry members to engage with the Regulatory Authorities and the System Operators.
