The SEM Committee published a consultation on the Net CONE of a BNE peaking plant on 19 October 2022. The SEM Committee received feedback from the industry on the accompanying report prepared by CEPA and Ramboll where various capitol and recurring fixed costs that a rational investor would incur in the process of entering the SEM with a new generation unit through capacity auction T-4 2026/2027 and the resultant BNE Net CONE were estimated.
Following furhter analysis and consideration of the responses received, the SEM Committee has decided that the BNE with lowest Net CONE corresponds to an OCGT plant in Ireland with a value of €107.03/de-rated kW/year.
