15-Minute Imbalance Settlement Period (ISP) Exemption  Information Paper

This Information Paper sets out the SEM RAs’ forthcoming decision to grant an exemption from the requirement to apply a 15-minute Imbalance Settlement Period (ISP) in the synchronous area of the SEM. This is in accordance with Article 53 of the Regulation (EU) 2017/2195 (the EBGL Regulation) and Article 8(4) of the Regulation (EU) 2019/943 (the Electricity Regulation).

The Information Paper summarises the findings of a Cost-Benefit Analysis (CBA) undertaken in cooperation with ACER to ascertain the costs and benefits associated with the implementation of a 15-minute ISP. The final outcome of the CBA indicates a significant net welfare cost resulting from such an implementation.

The SEM RAs welcome any feedback before the 18th March 2021.

It should be noted that this exemption is applicable for a period of three years.
